Billy was my nephew but he was much more to me. We had this special relationship that can never be replaced. We were Ranger buddies forever. I don’t know how to watch them without him. He was a bright light in a dark world. I love you and you will forever be in my heart. Till we meet again.

Oh my dear friend Rosalie, I am just devastated to learn of the loss of your beautiful boy Billy. My memory goes back to when he was a teenager. He was pure sparkle and good-looking and so funny and vibrant and he lighted up the room as I know he did shone so lovingly in your heart.. such a gift. Love, Dr. Rosemary

Billy, I can’t believe you’re gone. You’ve been more than just a friend, you have been like a brother to me. We have been through many happy and sad times through the years, so many great memories but not nearly enough. I will hold them close to my heart until we meet again.
Rest in peace Billy!
Always Love You!

He was the best person I knew. Every room he walked into he lit up. He always knew how to crack jokes and make me feel comfort. He was the best uncle I could ever ask for.

Q: What was one of your favorite qualities of William?
A: In the Correction Department, there are good days and bad days, and it’s easy to forget to smile. Having worked at the Academy, I had the pleasure of working with Billy. He was dedicated to the job, highly intelligent and always very articulate. Billy was also oftentimes unorthodox and made everyone’s day a little brighter. He was our sunshine on a cloudy day. RIP, Billy.

As a Captain and delegated the duty of Tour Commander at the Correction Academy, I had the opportunity to work with Billy. Always upbeat, 100 miles an hour, planning - coordinating the impossible, phone in hand on the ready. If I rolled in at 0600, Billy can be heard in his office already on the phone or rendering directions to the cadre in person. You see an event such as a funeral, promotion, or city function commencing way before the start time. Oh by the way when overtime (OT)was cut for everyone, Billy submitted his slip. Who else were they going to get? Battalion (pause), Company (pause), ten-hut!

This is one of my favorite memories of Billy. When Mac and I decided to put this idea together of highlighting the greatness of the Department of Correction and it's employees in one of our recruit graduation books, we knew Ceremonial Unit had to be highlighted in a way that showed the professionalism and the strength of the Agency. In this photo this what I see strength and leadership with Billy at the forefront. "Who are we? We are Correction", I will miss you Billy . -LOVE SHAQ

Hi Tara, just remembering out in the Hamptons when Billy called saying he was a cop and calling in a disturbance of the peace and how he scared the crap out of me, we had a great time! Even though I have not seen him in a long time I will miss him, so sorry for your loss

Q: How did you meet William?
A: Billy and I met when I was assigned to the Correction Academy and we quickly became friends. He was one of one. A real stand up guy. He loved to come to my office and bang on the door. He always had the latest “tea” and would swear me to secrecy before spilling it! Billy loved his family and spoke of them often. My heartfelt condolences goes out to his family and remember sorrow isn’t forever….but Love ❤️ is! Hold on to the memories and speak of him often and he will live on forever! RIP Billy!

Hearing the news about the passing of our Brother in Blue Billy Ryba is painful as it gets. Having served on the DOC Ceremonial Unit for over 15 years, I must say serving on the unit with this brother was some of the best days of my career. Billy was passed the torch by brother Carbone, and he kept that torch burning with standards that raised the bar of the ceremonial unit. He worked hard and did it with a smile and joke behind it. We seen it first hand. From the planning of the funeral details, graduations and public events, inter-agency funerals and more, Billy got it done.
We had fun in the van on each detail, but got to business once we arrived to the details. Billy's smile at the end told the story that all was good. If it wasn't you caught the joke.
We bared the cold, rain, snow, heat and pressure from every corner. Billy exemplified the leadership on the unit that it deserved while maintaining his own cool with the whole department, families and public on his shoulder. We knew any mistakes made on our end would fall on Billy, and we represented hard. Time was a factor. Holding that position meant you had to have an immediate plan for any and all last minute changes.
We will give Billy that same deserved respect and honor he gave to every DOC active or retired MOS while they were being laid to rest. Our tears were held back each time for every detail. I don't think we can hold our tears back on this one.
As I'm still in shock, Brother Billy will certainly be missed. I can type for ever but will instead send my Condolences to his family and friends.
The common terms we use in the van on every detail, "Shut It Down". Let’s shut it down for Billy for he is definitely worthy of an active call out.
Love you brother... Sleep in Paradise.

This was a fantastic team. They were the first group to ensure Raheesa Bush Helping Hand Foundation was blessed.
Billy Ryba, my classmate 6/7/01 & brother in blue, helped make the process smooth and easy. I know I said it back then, but I will repeat it. Thanks for helping make this day phenomenon.
Praying for the Ryba family..... Rest peacefully, brother. RIP.

Billy was not only witty and funny, he lived a life of service to others. From organizing home going services for his colleagues, family and family members of friends, he was always there to lend a hand. I have always been able to call on Billy to do career day for my schools for the last 20 years. He donated toy to my student in temporary housing. He will be truly missed. I will continue his legacy by being of service.
❤️ Love you forever. Praying for your beautiful family.
